Neighborhood Housing Services of Greater Cleveland’s foundation in terms of human capital is rock solid. Staff has come from throughout the community development industry, bringing years of experience and institutional knowledge to benefit first and foremost our clients, but secondly the reputation, integrity and good standing of both NHS of Greater Cleveland and NeighborWorks® America. Putting the needs of clients first, while also remaining cognizant that the organization needs to be run in a professional, business-like manner, NHS of Greater Cleveland is in position to meet its mission, goals, and objectives.



Meet our Staff

Michael Cosgrove, Executive Director

Mr. Cosgrove joined NHS of Greater Cleveland as Executive Director in January of 2018, having most immediately served as Director of Community Development for the City of Cleveland, where he led a department of more than 70 staff dedicated to improving the quality of life in Cleveland by strengthening city neighborhoods. Mr. Cosgrove  served the City of Cleveland beginning in 2002, first as an Assistant Director of Law before being promoted to Administrative Manager of the Neighborhood Stabilization Program in 2010 and then Assistant Director of Community Development in 2015. Mr. Cosgrove received a Master of Public Administration with a concentration in City Management from the Cleveland State University, Levin College of Urban Affairs in 2013. He received a Juris Doctor, summa cum laude, from Case Western Reserve University School of Law in 2000, and his B.A. in Political Science, summa cum laude, from the University of Dayton in 1997.

Michael Pires, Deputy Director

Mr. Pires joined NHS of Greater Cleveland as Deputy Director in May of 2015 and directly works with the Executive Director, Board of Directors and staff in several key areas. Michael was named Interim Executive Director on March 17, 2017.  Prior to joining NHS, Michael was the Senior Manager of Quality Control and Compliance at NeighborWorks® America in Washington D.C. He was responsible for creating and implementing effective program protocols to monitor and provide assessments of Federal Grant management programs and regulatory compliance procedures. Since 2010, Michael has collaborated with diverse groups that include funders, program specialists, Housing Finance Agencies, network non-profit organizations, public policy and legal counsel to address the nationwide foreclosure crisis and promote affordable housing. Mr. Pires has a Bachelor of Arts in Criminology and minor in Sociology from Ohio State University. Jean Birt, Reverse Mortgage Information Center Representative

Ms. Birt joined NHS of Greater Cleveland in 2013. As the NeighborWorks® Reverse Mortgage Information Center Representative, she is responsible for ensuring a quality experience for callers seeking assistance with reverse mortgages and providing efficient referrals to NeighborWorks organizations nationwide. Prior to joining NHS, Ms. Birt worked for several years at The Cleveland Furniture Bank. Ms. Birt is also a graduate of the Cleveland Neighborhood Leadership Program and The Ohio State University Extension Master Gardener Certification Program. Gretchen Bowman, Client Attorney

Ms. Bowman joined the staff at NHS of Greater Cleveland in 2009. As Client Attorney, her practice includes representing borrowers in all stages of the foreclosure process including mediations, motions for post-judgment relief, and defense against post-judgment evictions. She has also litigated Fair Housing, Civil Rights, and Consumer Protection claims in front of the Department of Housing and Urban Development and the Ohio Civil Rights Commission. Prior to joining NHS, Ms. Bowman worked for The Housing Advocates, where she practiced foreclosure defense. Ms. Bowman holds a B.A. from the University of California, Berkeley in Political Economy and a M.Sc. from the London School of Economics. She received her J.D. from the Michigan State University College of Law in 2003 and is admitted to practice in Ohio and California. Keith Davis, Financial Capability Counselor

Mr. Davis joined NHS of Greater Cleveland in 2015. As a member of our Financial Capability Team he helps clients to take control of their financial futures. Prior to joining the NHS of Greater Cleveland Team, Keith worked in the financial services and mortgage industry for over 10 years. Keith brings years of experience with bankruptcy, budgeting, credit counseling, community outreach and assisting clients with fixed annuities. Becky Geier, Reverse Mortgage Counselor

Ms. Geier joined NHS of Greater Cleveland in 2008.  Ms. Geier has been involved with NeighborWorks® America and its development for over 25 years. Through this time she has received training in all aspects of homeownership, with practice in Community Lending, Loan Servicing, Financial Fitness, Project Management, Community Organizing, Homeownership Counseling and Foreclosure Prevention among others. Ms. Geier also has more than 20 years of neighborhood organizing experience in her community, where she currently volunteers with a number of organizations. Breaunna Goldsby, Administrative Assistant

Ms. Goldsby joined NHS of Greater Cleveland in 2016.  Ms. Goldsby has a strong background in customer service and retail. Ms. Goldsby has only been with the organization a short time, but feels as though she can make a real impact on someone’s life with the work that NHS of Greater Cleveland does. Mahria Harris, Director of HomeOwnership Services

Ms. Harris joined NHS of Greater Cleveland in 2004. As HomeOwnership Center Director she is responsible for homeownership counseling and classroom education through our Homebuyer Education Program as well as foreclosure prevention counseling in our Homeownership Preservation Program. Prior to joining NHS, Ms. Harris had worked in the non-profit sector for over seven years in Community Development. Ms. Harris received her Associates Degree of Business Administration from Bryant & Stratton Business College. Bridget Holmes, AmeriCorp VISTA Member

Ms. Holmes joined NHS of Greater Cleveland as an AmeriCorps VISTA Member in July 2016. As a VISTA Member in the Affordable Housing and Development program, Ms. Holmes will build capacity for the NHS Lending Department and Community Land Trust Program to provide affordable housing to low-to-moderate income families in Northeast Ohio. Prior to joining NHS, Ms. Holmes's work experience has been in finance and accounts receivable. Ms. Holmes is looking forward to the opportunity to combine her work experience with her education in social work in effort to increase homeownership comprehension, achievement and retention for low income families and communities. Ms. Holmes is currently a senior at Cleveland State University pursuing a Bachelor degree in Social Work. Stephanie Jones-Melton, Housing Specialist

Stephanie Jones-Melton just joined the NHS team, prior to that I have worked in the mortgage banking industry for over 15 years, I bring years of experience in mortgage default resolution, foreclosure prevention, loss mitigation, customer service . Christina Keegan, Land Trust Program Manager

Ms. Keegan joined NHS of Greater Cleveland in 2016. As the Land Trust Program Manager, she is responsible for managing construction of Land Trust homes and for coordinating program development. Prior to joining NHS, Ms. Keegan was a project manager for a natural building design/build firm, constructing energy efficient small homes from local, sustainable materials. Ms. Keegan has worked in the community development field for over 10 years, with a focus in community organizing towards the reuse of vacant land and housing. Ms. Keegan is certified in Building Science and Net Zero Design from Yestermorrow Design Build School, and received her Bachelor of Arts in Urban Planning from Cleveland State University. Vicktoria Kotov, Director of Lending

Ms. Kotov joined NHS of Greater Cleveland in 2014.  As Director of Lending, she plays a pivotal role in processing and underwriting applications for all of our lending programs. Prior to joining NHS, Ms. Kotov worked in a variety of different capacities within lending institutions, including functioning as an Underwriter, Default Operations Quality Control Analyst/Project Lead, and a Lending Operations Manager. Ms. Kotov received a Master of Urban Planning in Real Estate Design and Development from Cleveland State University and has completed Case Western Reserve University’s Weatherhead School of Business Executive Training. Terry May, Construction Specialist

Terry joined NHS of Greater Cleveland in 2014 as a Construction Specialist where he is responsible for inspecting and processing rehabilitation construction escrow accounts. Terry has over 11 years of experience in the construction management field, last serving as a Construction Manager at Cleveland Action to Support Housing (CASH). Terry has completed his training as a Rehab Specialist for single & Multi-family homes with NeighborWorks® Construction Management Training. Marge Misak, Land Trust Program Director

Ms. Misak joined NHS of Greater Cleveland in 2011. As Director of the Land Trust Program, she is responsible for Community Land Trust housing development, outreach to community partners, marketing, orientation and sales of Land Trust homes, post-purchase stewardship to support homeowners, and managing Land Trust resales. Prior to joining NHS, Ms. Misak was the Executive Director of the Community Land Trust of Greater Cleveland, which merged into NHS. She brings a deep understanding of the Community Land Trust approach and a strong network of national connections. She is a member of the Board of Directors of the National CLT Network, where she is a member of the Research & Policy Development Committee and chairs the National Conference Committee.  Ms. Misak is certified as a Shared Equity Technical Assistance Provider through Cornerstone Partnership  and has led classes and participated in forums for the CLT Network, Ohio CDC Association, Cleveland State University Forum series and Cleveland City Club. Mary Nighswander, Underwriter

Ms. Nighswander joined NHS of Greater Cleveland in 2016 as a member of our Lending Team. Prior to joining NHS, Ms. Nighswander has worked the last 20+ years in the banking/mortgage industry. Her background includes title/escrow work, loan processing, loan closings and underwriting. Ms. Nighswander received her BA in Political Science from Cleveland State University. Elizabeth Sanchez, Senior Housing Specialist

Ms. Sanchez joined NHS of Greater Cleveland in 2003 and has brought a diverse set of skills, including the ability to development and administer a bilingual homeownership program. Ms. Sanchez is also responsible for conducting pre-purchase homebuyer workshops, developing credit repair and home buying action plans for individual counseling sessions and maintaining the schedule of appointments and client records for participants in the HomeOwnership Center. Ms. Sanchez has been in the non-profit field for over 13 years with sustainable success and career advancement.
